Heating a home in Niwot
Niwot has no town hall to ask about a furnace. The Census Bureau lists it as a census designated place, not a municipality, which means the building department is Boulder County’s, and the rules on a replacement are the County’s. The U.S. Geological Survey puts the town centre at about 5,095 feet above sea level. Air is thinner here, and so is the fuel, and a gas furnace only burns cleanly when the two reach the burner in the proportion its maker designed. Goodman’s installation manual for its GM9S8 furnaces requires that “when this furnace is installed at high altitude, the appropriate High Altitude orifice kit must be applied,” notes that a different pressure switch may be needed, and prohibits derating by turning the manifold pressure down, because thin air and low pressure together “may cause incomplete combustion, flashback, and possible yellow tipping.” The same manual treats propane separately, with its own conversion kit and orifices, which matters in a community where 115 homes heat with bottled gas. Incomplete combustion is how carbon monoxide is made.
Housing age: a 1981 median, with a 1970s and 1980s core
The Census Bureau’s 2019–2023 American Community Survey puts the median year built for Niwot’s 1,577 housing units at 1981, with a margin of error of three years. Of those, 47.3 percent were built before 1980: 518 in the 1970s, the community’s largest decade of building, 135 in the 1960s and 93 before 1940. Another 442 date from the 1980s, and only 7.3 percent were built in 2000 or later. A house of that age is on a replacement furnace, or on an original past forty, working through ductwork and a flue sized for the first one. The questions are about what each replacement left behind: a flue sized for an older appliance, a return never enlarged, a thermostat cable that may be a conductor short for a modern control.

The same survey’s house-heating-fuel table records 1,577 occupied homes: 76.9 percent heat primarily with utility gas, 15.9 percent with electricity, and 7.3 percent, 115 homes, with bottled, tank or LP gas. No home reported wood as its primary fuel. Three caveats travel with those numbers. The survey counts one primary fuel per home; the figures centre on about 2021; and “electricity” covers baseboard and resistance heat as much as it covers heat pumps. With a community this small the margins of error are wide, so read the shares as a shape rather than a count. The shape is clear enough: a heating call here is a combustion call more than four times in five, and the first thing to establish is which fuel.
Who serves this address: Boulder County, for permits and for rebates
Niwot is entirely in Boulder County, and because it is unincorporated, the County is also its building department: Boulder County’s Community Planning and Permitting Department issues building permits for unincorporated areas and administers the County’s amendments to the 2021 International Codes, the current set effective July 1, 2026. Its page sends owners inside a city or town to that municipality instead; Niwot is not one. Being in Boulder County also means Boulder County’s EnergySmart rebate, income-qualified only for 2026, is open to a Niwot address. Its page says a permit is required any time you change or add to a structure, gives examples rather than a complete list, and asks residents to contact its Building Safety and Inspection Services team to verify what a particular job needs. Applications are submitted online, and the County offers EZ BPs, residential building permits that do not require plans. Ask them about a furnace replacement before work starts.
Is Niwot in Boulder County, and does that matter for rebates?
Yes to both. The Census Bureau’s 2020 place-by-county file lists Niwot entirely under Boulder County. Boulder County’s EnergySmart rebate is for Boulder County residents and is income-qualified only for 2026, for households at or below 100 percent of area median income, with work completed and invoiced within the 2026 calendar year. A Niwot address is inside its area.
Which utility serves Niwot, and does it affect rebates?

What are the new HVAC laws in Colorado?
Two apply to a furnace bought this year. Colorado HB23-1161, signed June 1, 2023, provides that from January 1, 2026 no new water heater or fan-type central furnace may be sold or leased in the state unless its emissions stay within the limits the law sets; it regulates what is sold, not equipment already installed. Separately, EPA’s ENERGY STAR Furnaces Version 5.0 takes effect July 31, 2026 by date of manufacture, and for Colorado’s region the qualifying level is 97 percent AFUE.
